Public Policy Formulation and Implementation
On Monday, July 27, 2026, Capt. (R) Saeed Ahmad Nawaz, Member, Competition Commission of Pakistan, delivered an insightful lecture on "Public Policy Formulation and Implementation" to the participants. The Guest Speaker highlighted the importance of public policy as the foundation of effective governance and service delivery, distinguishing it from private policy and explaining its role in bridging political intent with social realities. He elaborated on the structured process of policy formulation, including agenda setting, policy analysis, selection of alternatives, implementation planning and performance measurement through clearly defined milestones and key performance indicators. During the lecture discussion, the Guest Speaker emphasized the critical factors influencing public policy formulation and implementation, including political will, governance structures, public opinion, economic conditions and institutional coordination. He also discussed the major challenges of bureaucratic delays, resource constraints, political interference and weak local governance, stressing that successful policy implementation requires public ownership, realistic objectives and effective stakeholder management.
