A workshop on “Public Procurement in Pakistan” was conducted on 26 & 27 June, 2023 at National Institute of Management, (NIM) Lahore. The workshop was conducted by Dr. Irfan Ahmad, Lead Trainer, Consltant/Principal Institute of Tender Management.
The honorable guest speaker discussed procurement process, specifications, evaluation of bids, procurement of consultancy services and contract management. He further elaborated that public procurement in Pakistan refers to the process by which the government acquires goods, services, and works from the private sector for public use. The public procurement system in Pakistan is governed by various laws, regulations, and policies that aim to ensure transparency, fairness, and efficiency in the procurement process. Legal Framework: The public procurement system in Pakistan is primarily governed by the Public Procurement Regulatory Authority (PPRA) Ordinance 2002, which established the PPRA as the central regulatory body. The PPRA is responsible for developing policies, rules, and procedures for public procurement and ensuring their implementation. It also provides guidelines and templates for procurement processes.
Procurement Methods: The PPRA provides various procurement methods that government entities can use, including open competitive bidding, limited competitive bidding, single-source procurement, and framework agreements. The choice of method depends on factors such as the estimated value of the procurement, complexity, and urgency.
Thresholds Public procurement thresholds determine the procurement method to be followed. In Pakistan, the thresholds are periodically revised by the PPRA Thresholds may vary based on the procuring entity and the type of procurement.
Procurement Planning: Government entities are required to develop annual procurement plans to outline their procurement needs for the fiscal year. These plans help ensure better planning, budgeting, and coordination of procurement activities.
Bid Evaluation: The evaluation of bids is conducted through a transparent and competitive process. Evaluation criteria are defined in the bidding documents, and bids are evaluated based on factors such as price, technical specifications, delivery time, and after-sales services.
Transparency and Integrity: Transparency and integrity are important principles in public procurement. The PPRA has introduced measures to promote transparency, such as e-procurement systems, where procurement notices, bidding documents, and bid opening results are published online.
Grievance Redressal: The PPRA provides a mechanism for resolving complaints and grievances related to public procurement. Suppliers and contractors can file complaints with the concerned procuring entity or the PPRA if they believe that the procurement process has been unfair or violated the procurement rules.
