Mr. Muhammad Farooq Mazhar is an officer in the Police Service of Pakistan, holding the rank of Additional Inspector General. With 31 years of experience, he has served in a variety of field and staff roles in both federal and provincial governments in Pakistan. He has held positions such as District Police Officer and Regional Police Officer in various districts and divisions of Punjab. At other command assignments in police, he headed various functional units and wings e.g operations, elite police, special branch, traffic, finance and welfare etc. He also commanded an intelligence agency in Punjab and worked for private sector before joining service.

 He holds a Bachelor’s degree in Economics from Government College Lahore, a Master’s degree in Business Administration from Punjab University, and Master’s degree in Information Security/Cybercrime from London University. He was part of the 100th National Management Course from National School of Public Police Lahore in 2014. To keep himself up-to-date, he completed various online courses in public policy, governance, financial technology, information technology, and well-being sciences from prestigious institutions such as Harvard University, Pennsylvania University, Yale University, and the World Bank.

 He has visited various countries e.g USA, China, Sweden, Turkiye, Russia and Kazakhstan etc in connection with official study tours, delegations and training. His areas of interests include economics, finance, technology, public policy, police reforms, and governance.

Sarosh Ejaz Piracha is an officer from 37 Common Training Programme of Pakistan Railway-Traffic and Commercial Group. During her 14 years’ service of Railways she has well rounded experience of managing passenger train operations, planning and managing freight operations, revenue generation, logistics and transport, Marketing, Policy formulation and implementation.
She had the opportunity to work on the Railway project of Up-gradation of Main Line 1 in CPEC and has had two trainings from China with reference to Chinese technology being implemented in Pakistan Railways.

She has been a part of the think tanks on the Strategic Plans of Railways for the future as conducted by Asian Development Bank and Mac McDonald in consultation with Ministry of Railways
Her greatest strength is her experience in Human Resource Management and Administration of Railways. Implementation of Government welfare policies, defending the department in litigation on personnel and service matters, coordination, rationalization, and training and development are some of the areas of her expertise.
She is a Gold Medalist in M.Sc History from Quaid-e-Azam University.

Ms. Hina Khalid is an officer of Information Group (35 th Common). She has 16 years of
work experience in the Federal Government in various capacities.
The officer is a Chevening Scholar and holds Masters in International Political
Communication from University of Sheffield, United Kingdom. In addition, she holds M. Phil in
Chemistry from Punjab University and M.Sc in Chemistry from Government College University,
Lahore.
She has to her credit making of two Coffee table Books “Story of Resilient Pakistan and
the Journey Continues” and Cultural Cross Roads” as Director Project, Directorate of Electronic
Media and Publications (DEMP), Islamabad. She has assisted in preparing a manual for trainers
on SAARC Development Goals (Reporting Techniques) during SAARC WORKSHOP. She has
also attended various national / international seminars / conferences on diverse subjects.

An academic with more than fifteen years of experience, Kashif Mumtaz is Additional Directing Staff at National Institute of Public Administration (NIPA) Lahore. Prior to joining NIPA, he was associated with the Institute of Strategic Studies Islamabad (ISSI) as Senior Research Fellow. He also served as the Editor, Strategic Studies, ISSI’s flagship quarterly journal. He has more than 15 journal articles to his credit, published in academic journals in Pakistan, Singapore and the United Kingdom. He has presented his work at international conferences/seminars in Australia, China, Iran, Lebanon, Turkey and the United Kingdom. He has held a visiting fellowship at John Curtin Institute of Public Policy, Curtin University of Technology, Perth, Western Australia.

He holds a masters in History from Quaid-i-Azam University, Islamabad, and another masters in International Affairs from Australian National University, Canberra. He did his MPhil in Development Studies at University of Oxford. Currently, he is pursuing his PhD in Public and International Affairs at City University of Hong Kong. He has won a number of nationally and internationally competitive scholarships including Australia-Pakistan Scholarship Award (2006), Endeavor Executive Award (2008) (both awarded by the Australian Government), Michael Wills Scholarship (2011) (awarded by the University of Oxford), and Hong Kong PhD Fellowship (2020) (awarded by the Hong Kong Government).

Ms. Raneem Asif is a Civil Servant with 15 years of professional experience in Pakistan Post Office Department, Ministry of Communication governed by the Federal Government of Pakistan; extensive experience in Postal Operations, General Administration and Management, Human Resource Management, Financial Management & Accounting, Risk and Fraud Management, Disciplinary and Litigation Cases, International Mail Management, Postal Life Insurance, Financial Services and Agency Functions performed by Pakistan Post on behalf of various Government Departments. She holds MBA (Banking & Finance) (2006) from Hailey College of Banking & Finance, University of the Punjab, Lahore, and MA (Political Science) (2008) from University of the Punjab, Lahore. She is also Hubert H. Humphrey Fellow (2023-2024) at Michigan State University with Human Resource Management as major field of study with special focus on Organizational Development and Change, Change Management, Performance Management, Operational Excellence through Continuous Improvement techniques and Digital Development and Literacy.

Dr. Abdul Mansoor is a seasoned academician and civil service trainer with over a decade of experience in economics and professional training. Holding a PhD in Economics from the National University of Modern Languages (NUML), Islamabad, Dr. Mansoor’s research includes econometric modeling and critical socio-economic factors impacting child health in Pakistan.

Currently serving as Additional Directing Staff (BPS-19) at the National Institute of Public Administration, Lahore, since September 2024, Dr. Mansoor designs and conducts training programs for officers and civil servants. His work includes leading simulation exercises and coordinating visits to public sector organizations.

Dr. Jawad Tariq Awan is a sociologist, academic and training and development consultant, with over a decade of experience in academia, research, and consultancy. He holds a PhD in Sociology and has taken multiple online courses offered by various prestigious universities and research centers around the globe. Before joining NIPA, Lahore, Dr. Jawad held a series of key academic positions at Forman Christian College University (FCCU), Lahore, including Associate Professor of Sociology, Coordinator of the MPhil Sociology Program, and Coordinator of the Minor Programs in Demography and Criminology. His contributions to FCCU’s Poverty Action Lab and Population Research Center as a Coordinator have made him a central figure in advancing research on poverty, population studies and social welfare in Pakistan.
