Welcome to the National Institute of Public Administration (NIPA), Lahore. As a constituent unit of NSPP, NIPA Lahore provides training and research opportunities to BS-18, BS-19 and equivalent officers for better implementation of public policy through improved service delivery. Since its inception in 2009, NIPA Lahore has made meaningful investments to improve the quality and value of training courses through curriculum development, co-curricular events, involvement of participants and a focus on excellence across all aspects of its programs. As trainers, we are determined to achieve excellence in training and research in the field of public policy. We believe public service must create and deliver public value and win public trust by means of effective public service delivery.

HISTORY OF NIPA LAHORE

National Institute of Public Administration (NIPA), Lahore, was established in March 1961 under the West Pakistan Government Educational Training Institutions Ordinance, 1960. The first training course commenced the same year. NIPA was housed temporarily in the premises of the Punjab Assembly. Subsequently, it found its way to the present location at 78, Shahrah-e-Quaid-e-Azam in rented premises from where the rear building of this campus was constructed in the early seventies. The present premises were acquired in the eighties and this building was constructed almost three decades ago. It is a carefully planned building which provides excellent facilities to the participants and creates an enabling academic environment for learning and development.

NIPA was a semi-autonomous organization under the administrative control of the Establishment Division, and was funded by the Federal Government. It was managed by a Board of Governors under the Chairmanship of the Chief Secretary, Government of the Punjab. An Executive Committee was constituted comprising three members, with Director General NIPA as its Chairman, appointed by the Government of Pakistan.

In the past, courses were conducted on “Introducing Pakistan” for newly posted foreign diplomats in Pakistan, both in the Embassies and in International Organizations. NIPA successfully organized Pakistan’s “Africa Programme”. These were Advanced Management Courses for Civil Servants of the friendly countries of Africa.

NIPA used to conduct off-campus training programs for district level officers and on-campus courses for judicial officers on behalf of the Lahore High Court. In addition, NIPA conducted many specialized short courses for targeted training. However, its major activity was to conduct the Advanced Course in Public Sector Management, (also known in the past as the Advanced Course in Administration and Development and ‘Advanced Course in Management’) since its inception in 1961, under the Government Training Policy framed by the Establishment Division. All Federal Civil Servants belonging to various occupational groups were required to attend the Advanced Course in Public Sector Management (ACPSM) as a mandatory requirement for promotion to BS-20. Officers of Provincial Government and AJK Government also attended this course from time to time. NIPAs also organized Capacity Building Courses for officers of BS-17 to BS-19 as per the Training Policy of the Establishment Division. In addition, NIPA also organized specialized custom designed courses on demand for public and private sectors.

In 2005, NSPP was established by merging NIPA, PASC and CSA, under the NSPP Ordinance, 2002. National Management College, merged Pakistan Administrative Staff College (PASC) and NIPA. The National Management College was structured to comprise two wings, i.e. the National Management Wing (NMW) and the Senior Management Wing (SMW). The National Management Wing was housed in the building of PASC and the Senior Management Wing (SMW) in the NIPA building. SMW conducted courses for civil officers of BS-19. The four NIPAs located in the provincial capitals were renamed as National Institutes of Management (NIMs) and were notified as constituent units of NSPP. NIPA Lahore started working in CSA (DMG Campus). The first Mid Career Management Course (MCMC) with the title of 6^th MCMC commenced on 8^th June 2009.  After separation of CSA from NSPP vide NSPP Amendment Act, 2017, NIPA Lahore shifted to old NIPA building in June, 2017.

In pursuance of the decision taken in the 15^th meeting of the BOG of NSPP, held on 18^th June, 2019, Senior Management Wing of National Management College became part of National Institute of Public Administration (NIPA) Lahore.

For operational purposes, NIM Lahore has been divided into two wings, namely Mid-Career Management Wing (MCMW) and Senior Management Wing (SMW). The MCMW conducts the Mid-Career Management Course for Grade-18 officers, and the SMW conducts the Senior Management Course for Grade-19 officers.

INFRASTRUCTURE

NIPA Campus is spread over 22.37 kanals of land. It’s main building is situated on the Shahrah-e-Quaid-e-Azam (The Mall). There are three blocks of the building. The old building houses the mess, library, lounge, computer lab and auditorium for participants. There are 65 rooms in the hostel for participants and the mess caters for food and refreshment. The front building comprises offices of the faculty, class rooms, a computer lab, conference room, reproduction wing and an Auditorium. The administration offices are housed in a separate building next to the old building.
