Dr. Muhammad Jamil Afaqi, Dean, National Management College delivered a talk on 10^th October, 2023 on Public Policy – Formulation & Implementation to the 34^th SMC.

During the lecture discussion, Dr. Afaqi emphasized that public policy entails the careful management of public order and is inherently intricate. It demands the participation of various stakeholders with diverse interests and the selection of the most appropriate solution from among numerous available options to address matters of public significance. He explained public policy with the help of its different approaches.

In explanation of these approaches, he synthesized that individuals use their self-interests to make choices that will provide them with the greatest benefit. Further, discussing Kingdon’s Three Stream Framework, he explained that when three streams as the problem (public, client or end user), the policy (consultant or practitioners including public servants) and the politics (public mood and interest groups) interact, window of solution opens. Solution could be promulgation of a law, policy framework or an action at implementation level.

In this background, he encouraged the audience to come up with informed, analytical and specific policy choices. During question-and-answer session, he further clarified the application side of these approaches from practitioners’ perspective.
