On Monday 06th November, and Tuesday 07th November, 2023 National Institute of Management, Lahore arranged a Lecture Discussion and workshops on Preparation of PC I, PC II, PC III, PC IV, and PC V. Mr. Atiq-e-Rahman was called for the capacity building of participants of 38th MCMC.

At the onset, the learned speaker introduced the term Project, defining it as a temporary endeavor undertaken to create a unique product, service, or result. He discussed that a project has a clear goal, defined scope of work, a limited time frame, a team, a budget, a set of risks and challenges, and a plan for managing the project. Project management is the process of planning organizing, and overseeing the execution of the project. For achieving the assigned task, the managers set goals, define the scope of work, schedule tasks, allocate resources and monitor the progress and implementation through PC (s). He discussed legal frame work, the approving authorities and the financial jurisdiction of various financial bodies in Pakistan. He also discusses Project appraisal, at length, as the process of assessing the viability and feasibility of a proposed project before it is approved for implementation. All the terms like NPV, BCR, IRR and discount rate were discussed in detail.

The speaker initiated the workshops on the preparation of PC (s) by first introducing the Project Life Cycle. He distributed the activities of Project life cycle in the relevant PC (s), PC I and PC II cover the identification, preparation, appraisal & approval and financing while PC III, PC IV and PC V cover the implementation and monitoring & evaluation. The learned speaker discussed each and every item in the document of PC I and later educated the participants on how to study or revise PC II, PC III, PC IV and PC V in the light of the principal document i.e PC I.
