A Lecture Discussion on “Management Finance (Finance for Public Managers” was held on Monday, 23^rd December 2024 at National Institute of Public Administration, Lahore. Aim of the lecture was to enhance understanding of the participants of 42^nd MCMC regarding Public Policy Imperatives and PFM, Fiscal Discipline and Salient Features of PFM Act 2019.

The guest speaker broadly categorized the presentation into Conceptual Framework and Public Finance Management Landscape.

He talked about optimal utilization of public resources and efficient provision of services. He also highlighted Articles relevant to control of Legislature on Public Finance, Expenditure and authority to Approve. Additionally, elements of a PFM System were described by the Guest Speaker while emphasizing on their importance in devising the Economic, Fiscal, Trade and Investment Policies.

The speaker expressed the disconnect between the policy objectives and budgetary allocations in the Modern Budget System and the reforms that were undertaken to address the issue. He talked about Performance Based Budgeting System and its Key Performance Indicators.

The lecture was followed by a Q&A session, offering participants an opportunity to engage with the guest speaker and seek clarity on various aspects of public finance and role of managers.
