On January 28,2025, the National Institute of Public Administration, Lahore, hosted Mr. Saifullah Khan Sumbal for a lecture on “Public Policy: Formulation and Implementation.”
The Guest Speaker shared that public policy formulation and implementation involve a structured process encompassing problem identification, stakeholder engagement, policy development, decision-making, execution, and evaluation. He further said that policies are shaped by economic, social, and political factors, with key actors including government institutions, international organizations, and civil society. Challenges in Pakistan include inconsistent policy planning due to the 18th Amendment, weak local governance structures, data deficiencies, and financial constraints. Mr. Saif also shared that best international practices emphasize evidence-based policymaking, behavioral analysis, climate integration, and multi-year strategic planning. Strengthening institutional capacity, fostering inclusivity, and leveraging technology can enhance policy effectiveness and ensure sustainable governance.
