On February 10, 2025, the National Institute of Public Administration, Lahore, hosted Mr. Shahid Hamid, for a lecture on “Constitutional Framework Governing Pakistan”.
The guest speaker provided an overview of the Constitution of Pakistan, highlighting its evolution through 26 amendment, which have significantly altered its original provisions. He focused on key features, including the preamble, which emphasizes the sovereignty of Allah and the parliamentary system, as well as the Fundamental Rights enshrined in Articles 8-28. The speaker discussed the structure of the government, noting the separation of powers between the executive, legislature, and judiciary, and the powers of parliament to legislate on federal and concurrent subjects. He addressed the increasing role of the judiciary, the functioning of the executive, and the challenges in interpreting the Constitution. The speaker also highlighted critical issues such as the creation of new provinces, the shift of powers from the federal provincial governments under the 18th Amendment, the unresolved matter of local government elections, and the credibility of elections in Pakistan.
