A workshop on “Efficiency and Discipline” was conducted on Monday, 21st April 2025 at National Institute of Public Administration, Lahore. Aim of the workshop was to equip participants of 43rd MCMC with knowledge about differences between Government Servants (EAD) Rules 1973 and Civil Servants (E&D) Rules 2020, important points to be kept in mind while drafting Show Cause Notices and Inquiry Reports, identification of lapses due to technical mistakes made by the officers as well as role and authority of inquiry officer in E&D 2020.
The guest speaker conducted the session in three parts. First, he elaborated upon the roles and procedures especially the roles of authority and inquiry officer, new provisions in E&D Rules 2020 and importance of following each step meticulously. Then he did a brief comparison of the E&D Rules 1973 and 2020. Second, he answered questions and queries of the participants during the Q&A session. Lastly, he facilitated a group activity involving syndicate groups wherein each syndicate was tasked with working on one of the assignments including drafting an administrative explanation, seeking administrative approval from the competent authority to initiate proceedings. an order of inquiry and a show cause notice under E&D Rules 2020. The Guest Speaker assessed the work done by groups and highlighted various technical and legal errors to make the proceedings sustainable during judicial scrutiny at appellate stage.
The workshop offered the participants an opportunity to engage with the guest speaker and seek clarity on various aspects of the disciplinary proceedings. Overall, the session was engaging and resulted in shedding light on critical aspects of efficiency and discipline in public sector.
