A lecture on Management Finance (Finance for Public Managers) was conducted on Wednesday. 23rd April 2025, from 09:05 to 10:35 am, at NIPA Lahore for the participants of the 43rd Mid-Career Management Course (MCMC). Mr. Nauman Yousuf, Chairman Punjab Revenue Authority, led the session and provided valuable insights into public finance management (PFM) and its role in efficient public service delivery.
Mr. Yousuf explained the conceptual framework of PFM, emphasizing the objectives of optimal resource utilization, fiscal discipline, and transparency. He highlighted the importance of aligning financial management with public policy goals to ensure that resources are efficiently allocated and managed to support government priorities.
The session covered the Public Financial Management Act of 2019 and performance-based budgeting. Mr. Yousuf discussed how performance indicators and medium-term budgeting frameworks help ensure that fiscal policies contribute to sustainable development. He also addressed Public Finance Management in Pakistan, particularly in managing the fiscal relations between federal and provincial governments. Mr. Yousuf provided a detailed explanation of how the National Finance Commission (NFC) Award plays a crucial role in determining revenue sharing between the Federation and the Provinces.
The session concluded with a Q&A segment, during which Mr. Yousuf addressed participants queries and provided practical insights into improving public finance practices within their respective roles. The session was highly interactive and equipped participants with actionable strategies to enhance financial governance and accountability in public administration.
