On Friday, 30^th January 2026, Khawaja Adnan Zahir conducted an interactive workshop on “Mutual Legal Assistance (MLA)” for the participants of the 39^th Senior Management Course (SMC) at the National Institute of Public Administration (NIPA), Lahore.

Mr. Zahir reviewed the global evolution of Mutual Legal Assistance practices, explaining how early bilateral arrangements gradually led to regional and multilateral MLA frameworks. He clarified the distinction between formal MLA requests, which involve official written communication between states, and informal mechanisms that often rely on personal or professional contacts to facilitate cooperation.

Mr. Zahir then examined the development of the MLA framework in Pakistan, outlining the procedures for both incoming and outgoing requests. He identified the principal stakeholders involved in the MLA process and described their respective roles. He also highlighted Pakistan’s engagement in bilateral agreements and multilateral conventions that support cooperation in cases involving money laundering, corruption, and other transnational crimes.

While assessing existing practices, Mr. Zahir pointed out several shortcomings in Pakistan’s MLA regime. He noted that procedural differences, language barriers, and recurring delays often hinder the timely execution of requests. Referring to Financial Action Task Force benchmarks, he stressed the close link between money laundering and terrorist financing. He further outlined the measures taken by Pakistan’s Financial Monitoring Unit to align domestic practices with FATF recommendations aimed at countering illicit financial flows. He also discussed the potential impact of emerging technologies on the future structure and effectiveness of MLA systems.
