A Keynote Address on “Human Rights in Pakistan: Evolution, Framework, and Operational Challenges for Civil Servants” was held on Thursday, 9^th April, 2026 at National Institute of Public Administration, Lahore for participants of 46^th MCMC. Mr. Nadeem Ashraf, in his enlightening talk, emphasized the moral foundation of human rights. He traced the historical evolution of these rights from early milestones such as Cyrus the Great’s reforms and the Prophet Muhammad’s (PBUH) Last Sermon, through to modern instruments like the Magna Carta, UDHR (1948), and Pakistan’s 1973 Constitution. Mr. Ashraf discussed how Pakistan’s constitutional provisions, along with international commitments form a robust legal framework for the protection of fundamental freedoms. He also highlighted the role of key institutions such as the NCHR, judiciary, and parliament in enforcing and safeguarding these rights.

The speaker addressed Pakistan’s current challenges including gender inequality, child labor, minority rights, and narcotics abuse — pointing to global rankings that reflect the gap between constitutional ideals and social realities. He urged the adoption of citizen-centric policies, stronger rule of law, and economic equality as essential measures for progress. Mr. Ashraf particularly emphasized the pivotal role of civil servants in upholding the dignity and rights of all citizens through fair service delivery and legal enforcement. The address concluded on a hopeful note, underscoring that human rights are not abstract ideals but practical necessities that form the cornerstone of justice, equality, and national integrity. Participants got the opportunity to interact with the guest speaker and ask pertinent questions during the regulated Q&A session.
