On Thursday, 09^th April, 2026 from 0900-1230 hrs, Mr. Afzal Khial conducted a workshop on “Efficiency & Discipline” for the capacity building of participants of 46^th Mid-Career Management Course at National Institute of Public Administration (NIPA) Lahore.

Mr. Afzal Khial covered the Efficiency & Discipline (E&D) Rules, 1973 and 2020, including the drafting of Orders of Inquiry, Grounds of Proceedings, Show Cause Notices, Inquiry Reports, and documents related to disciplinary proceedings. He also highlighted procedural lapses that may result in cases being quashed due to technical omissions and commissions, and explained the roles of the Authority and the Inquiry Officer.

He also explained various factors causing E&D proceedings to fail under judicial scrutiny, including improper drafting of complaints, lack of preliminary fact-finding, issuance of show cause notices without inquiry, and capacity issues of Inquiry Officers. He further explained the different types and stages of an E&D inquiry.

A hands-on exercise was conducted to train the officers to draft in E&D proceedings. The session was interactive and provided participants with an opportunity to learn the right E&D proceedings from the learned guest speaker.
