On Thursday, 5^th October, 2023, National Institute of Management, Lahore arranged a Workshop with Mr. Afzal Khial on “Efficiency & Discipline” for the participants of 38^th MCMC.

The guest speaker apprised the participants regarding the replacement of the erstwhile “Government Servants (Efficiency and Discipline) Rules, 1973′ with ‘Civil Servants (Efficiency Contained &Discipline) Rules, 2020’. He elaborated the different amendments contained in both sets of rules. He highlighted that the word ‘Government Servants’ used in E&D Rules, 1973 has been replaced by ‘Civil Servants’ in E&D Rules, 2020. The E&D Rules, 1973 had 11 rules whereas, E&D Rules, 2020 comprises 21 rules.

The honorable guest speaker discussed salient features of Efficiency & Discipline Rules, 1973 and 2020 in detail. It was followed by hands on exercises on Drafting of Order of Inquiry, Show Cause Notice, Statement of Allegation, Inquiry Report and Documents Related to Disciplinary Proceedings.
