On 12th June 2024, Mr. Tasnim Ahmed Noorani, a retired civil servant of 1968 batch and Former Federal Secretary, addressed the participants on the topic of “Governance and Public Service Delivery Challenges: Lessons for Civil Servants”. The guest speaker enlightened the participants about the peculiar features of the public management and the hallmarks of successful public management. He advised the participants that on a new assignment, they must spend a reasonable time on understanding and comprehending the working of that department, read all the rules and regulations and visit the offices which are reporting to them. The efficient use of the resources and making the procedures and rules which are easier to follow are requisite qualities of a good civil servant. A good civil servant protects the subordinates, listens to their fair grievances, tries to solve them, and resists the unlawful and unpragmatic orders of the seniors. He also talked about the indigenous solutions for the local issues, since importing foreign ideas and implementing in the local settings had proved to be counterproductive. He stressed upon the gradual and incremental change instead of drastic and sudden change.
The session ended with a vote thanks by the Chief Instructor and a standing ovation by the participants of 40th MCMC.
