On Monday, 29^th September 2025, Mr. Ahmad Nazir Warraich, Senior Legal & Governance Expert, led a workshop on “Handling Court Cases and Litigation” to participants of the 38^th Senior Management Course at the National Institute of Public Administration, Lahore.

In the lecture segment, Mr. Warraich situated litigation within the frameworks of constitutionalism and the rule of law, outlining the distribution of powers among legislature, executive and judiciary, and the safeguards created by judicial review (Articles 184(3) and 199). He reviewed constitutional guarantees (Articles 4 and 5), the life-cycle of a government case from notice and record-building to filing, hearings and post-judgment remedies and the preparation of para-wise replies, preliminary objections and limitation considerations for civil and criminal matters before the superior courts. He also clarified the advisory and representational roles of the Attorney-General and Advocate-General offices in government litigation.

Operational guidance emphasised court etiquette, documentation standards, and key provisions (Order XXVII CPC, Article 174) governing suits by or against government. Common pitfalls, late or incomplete records, unclear authorisations and weak coordination with law officers were addressed alongside practical remedies. The syndicate case work-ups and class presentations consolidated skills to understand the leading pleas from the parties, crux of the cases and legal foundations of the decisions by the concerned court.
