A Lecture Discussion on “Human Resource Management in Public Sector” was held on Friday, 21 November 2025, at National Institute of Public Administration, Lahore. Aim of the lecture was to acquaint the participants of 45^th MCMC with the challenges of Human Resource Management in Public sector and discuss solutions for it. The session was conducted by Mr. Nadeem Irshad Kayani.

The respected guest speaker highlighted ten major challenges of Human Resource Management in Public Sector organizations in Pakistan. These included complex bureaucratic processes, talent attraction and retention, limited resources, complex hiring, succession planning, strict laws and their compliance, union activities, political influences, public scrutiny, and slow technology adoption. He concluded the lecture by suggesting some solutions for these challenges like digitizing official working, streamlining workflows, enhancing accountability and minimizing delays as has been done in E-office in Federal Secretariat.

The lecture was followed by an interactive Q&A session, offering participants an opportunity to engage with the guest speaker and seek clarity on various questions arising in their minds.
