On Wednesday, 27th September, 2023, Mr. Sohail Ahmad, Former Federal Secretary addressed the participants of 38th MCMC on “Human Resource Management in Public Sector”.

The speaker enlightened the participants on current trends of Human Resource Management in Public Sector from multidisciplinary approach. He addressed the officers from a practitioner’s perspective, focusing on the perspective of our current policy regarding human resource management and its possible solution? The speaker discussed that institutions don’t implement policies, instead it is the people who matter. So, without competent people good policies cannot be implemented. He then shed light on the domain of competency and characterized the criteria for being a competent public manager. As a country, we have not been able to focus on training and M recruitment as integral part of Human Resource Management and thus we are not able to create the desired pool of competent people. Further, he explained that creation of competent people largely depends on the strategy and practice of recruiting, compensating, managing and training of a government’s human resource. Thereafter, the speaker defined public administration as an interdisciplinary approach of knowledge based on theoretical concepts of political science, social science, economics and law. He explained that it is not a disciple in itself rather an interdisciplinary approach which provides theoretical approach to tackle an issue. He further emphasized on understanding contemporary environment to be an effective Human Resource manager.
