An Extension Lecture on “Human Rights in Pakistan” was given by Member Punjab, National Commission for Human Rights on Monday, 5^th May 2025 at National Institute of Public Administration, Lahore. Aim of the lecture was to make the participants of 43^rd MCMC aware about the current situation of human rights in Pakistan, challenges faced by the government. to curtail human rights violations and role of bureaucracy in promoting human rights through improved governance and citizen centric approach.

The respected guest speaker defined human rights from both UN and Islamic perspective. He elaborated Pakistan’s constitutional provisions with reference to human rights. He stressed on the proactive role of bureaucracy in safeguarding rights, rather than merely relying on remedial forums like NCHR. He also discussed Pakistan’s delayed ratification of major human rights conventions and poor global rankings in areas like HDI and gender equality. The speaker briefed participants on NCHR’s mandate and clarified NCHR’s limitations as an advisory body.

In the Q&A session, participants raised questions on KPIs, blasphemy laws, and the challenges of enforcing privacy rights which were addressed effectively by the guest speaker. The insightful address and interactive discussion gave participants an opportunity to understand the dynamics of human rights in Pakistan and their role as a civil servant.
