On Monday, 30th March 2026, Mr. Irfan Ali, a retired senior officer of the Pakistan Administrative Service, delivered a lecture on Leadership in Public Sector Organizations to the participants of the 39th Senior Management Course (SMC) at the National Institute of Public Administration, Lahore. The session focused on the evolving role of leadership in public institutions and its impact on organizational performance.
Mr. Irfan Ali delineated the conceptual framework of leadership, linking it with change management and team dynamics. He emphasized that effective leadership in the public sector requires the ability to manage change, build cohesive teams, and navigate complex administrative environments. The discussion highlighted the distinct roles and responsibilities of leaders in both public and private sectors, noting the unique constraints faced by civil servants, including political oversight, resource limitations, and accountability requirements.
Drawing on real-life leadership and management cases from Pakistan, Mr. Irfan Ali illustrated how adaptive leadership styles can significantly influence institutional outcomes. He also examined the challenges faced by civil servants in leadership roles, including resistance to change, bureaucratic inertia, and the need for continuous capacity development. He encouraged the participants to reflect on their leadership approaches and the importance of adopting flexible and context-driven styles to enhance performance in public sector organizations.
The lecture was followed by an extensive Q&A session.
