On February 07,2025, the National Institute of public Administration, Lahore, hosted Prof. Dr Zakria Zakar, for a lecture on “Pakistan: State and Society”
Dr. Zakria Zakar, Vice Chancellor of the University of Poonch Rawalakot, delivered a comprehensive lecture on the evolution of the modern state, its sovereignty, and its interaction with civil society and globalization. He emphasized that the traditional state authority has been increasingly eroded due to global economic integration, international regulatory frameworks, and supra-sovereign entities, including financial institutions and human rights organizations. The lecture highlighted the shifting paradigm of governance, where national policies are influenced by external forces, technological advancements, and transnational migration, thereby redefining the state’s role in economic and social regulation. Dr Zakar further underscored the transformation of citizenship from a national construct to the economic and human rights-oriented framework, necessitating legal and policy adaptations contemporary global realities.
