On Monday, July 24, 2023, Mr. Muhammad Abdullah Khan Sumbal, Federal Secretary Incharge Science and Technology, addressed the participants of 33rd SMC on “Public Private Partnership”. His main thesis was that there cannot be a disconnect between theory and practice. He explained that in Pakistan the term PPP is often misused. Hence, he stressed the need for having a proper rigorous definition of terms like development, PPP, He also traced the evolution of New Public Management in development theory down to PPP model. He gave an overview of the existing PPP legal framework in Punjab which was an attempt to foster spirit of partnership right from the beginning of the process. He presented example of Lahore Ring Road as a PPP case highlighting its strengths and weaknesses. He also stressed the need for innovation narrative for PPP, citing example of land swap with DHA. He ended his lecture with Policy lessons from the case including need for rigorous documentations, accurate calculations and the need to provide ease for all stakeholders and removing red-tapism.
