On Monday, December 11, 2023, Mr. Muhammad Iqbal Hussain, Chief Executive Officer, Punjab Public Private Partnership Authority (P4A), delivered a lecture to the participants of 34^th SMC on “Public Private Partnership”. He started the lecture by showing a short video of successful international PPP projects. During his discourse, he introduced the various modes of PPP to the participants, while explaining that mostly PPP was being used for infrastructure projects. He also elaborated the advantages of PPP as well as its pitfalls specially in terms of financial risks, lack of flexibility, complex nature of contracts and issues of transparency. He then spoke about the legal and institutional framework of PPP in Punjab as well as Sindh. He explained how Government of Sindh has been more successful with respect to PPP projects mainly due to political patronage. He also highlighted capacity issues being faced in Punjab and in the end recommended capacity building of departments in Punjab and the need for enhanced working with development authorities and local governments.
