On Tuesday, December 17, 2024, Mr. Iqbal Hussain, Secretary to Government of Punjab, Social Welfare and Bait-ul-Maal Department, delivered a lecture to the participants of 36^th SMC on “Public Private Partnership”.

The lecture started with an overview of Public-Private Partnerships (PPPs), defining them as collaborative arrangements between the public and private sectors to deliver public services or infrastructure. PPPs enable governments to utilize private sector expertise, innovation, and funding while retaining oversight and accountability. Various type of PPPs include Build-Operate-Transfer (BOT), Build-Own-Operate (BOO), and Lease and Concession Agreements, each addressing specific project needs and risks. The speaker also emphasized the importance of understanding the institutional, legal, and policy frameworks at both federal and provincial levels, such as Pakistan’s PPP Authority Act and respective provincial PPP Acts, which outline guidelines for project implementation, risk-sharing, and monitoring.

The lecture also highlighted the transparent procurement processes in public private partnership, stressing the need for competitive bidding, comprehensive feasibility studies, and balanced risk- sharing mechanisms. Speaker then discussed national and international experiences, lessons included the significance of strong institutional capacities, stakeholder engagement, and well- drafted contracts to mitigate risks. Examples of successful and challenging PPP projects were shared to underline best practices and pitfalls. Concluding with the future agenda, the speaker proposed streamlining approval processes, adopting innovative financing models, and integrating global standards and technology to enhance PPP outcomes in Pakistan.
