On Friday, 22nd August, 2025 National Institute of Public Administration, Lahore arranged a Workshop with Ms. Arifa Saboohi, on “Public Service Ethics: Conceptual Understanding and Best Practices” for the participants of 44th MCMC.

The honourable guest speaker started the workshop with defining public service ethics as moral principles and values that guide the conduct and behavior of individuals working in public service organisations. It sets the standards for ethical behavior and ensures that public servants act in the best interest of the public that they serve.

The guest speaker elaborated two philosophies of ethical approaches to Public Service Delivery. One, was the consequential approach which stipulates that consequence of the action makes it right or wrong. Second, was the duty based approach which stipulates that intent of the action makes it right or wrong. This led the speaker to another pertinent aspect; ethical dilemmas for civil servants. She defined ethical dilemmas as situations where alternatives are available and good reasons can be given for each to justify the decision. She guided the participants how to resolve ethical dilemmas. An exercise was also conducted in the class by the syndicates as to what ethical dilemmas they have faced in their careers and how they resolved them. It was an interactive session.
