On Thursday, 08th June, 2023 National Institute of Management, Lahore arranged a Workshop with Ms. Arifa Saboohi, on “Public Service Ethics: Conceptual Understanding and Best Practices” for the participants of 37th MCMC.

The honorable guest speaker discussed public service ethics which refers to the moral principles and values that guide the conduct and behavior of individuals working in public service or governmental organizations. It sets the standards for ethical behavior and ensures that public servants act in the best interest of the public they serve.

Following key elements and principles commonly associated with public service ethics were discussed:

  1. Public Interest: Public servants are expected to prioritize the common good and act in the best interest of the public rather than serving their personal interests or those of specific groups. They should make decisions and implement policies that benefit the larger society.
  2. Integrity: Public servants are expected to uphold high standards of integrity, honesty, and truthfulness. They should be transparent in their actions, maintain confidentiality when necessary, and avoid conflicts of interest that may compromise their impartiality.
  3. Accountability and Responsibility. Public servants are accountable for their actions and decisions. They should take responsibility for their performance and be willing to explain and justify their actions to the public and relevant authorities. Accountability also involves accepting the consequences of their actions, including any mistakes or failures.
  4. Impartiality and Fairness: Public servants should treat all individuals and groups fairly and

equally, without favoritism or discrimination. They should base decisions on objective criteria,

such as laws, regulations, and established policies, rather than personal biases or preferences.

  1. Professionalism: Public servants should demonstrate a high level of professionalism in their

work. This includes being knowledgeable and competent in their field, maintaining professional

standards, and continuously improving their skills. They should also adhere to codes of conduct

and ethical guidelines specific to their profession.

These principles of public service ethics are essential for fostering trust, maintaining the legitimacy of governmental institutions, and ensuring that public servants act in the best interest of the public. They provide a framework for ethical decision-making and guide the behavior and conduct of those working in the public sector.
