On February 12th, 2026, Ms. Arifa Saboohi, addressed the participants of 39th SMC on “Public Services Ethics and Governance”. Ms. Arifa Saboohi is from 12th CTP and is former Director General, CSA. Her significant service in the public sector training institutes include postings as Director General NIM. Lahore. Chief Instructor, SMW, NSPP, Lahore and Director CTP, CSA. She has also served as DC Vehari, Member, Planning and Development Board, Govt. of Punjab Secretary, Higher Education Department, Govt. of Punjab and in many other capacities. Ms. Arifa Saboohi has an MPhil in English Literature, a Masters in Finance and she is also a Hubert H. Humphrey alumni.

Ms. Arifa Saqhoohi delivered a lecture focusing on the role of ethics and values in public service in Pakistan, examining their impact on governance and service delivery. She covered ethics and governance, discussing how ethical principles serve as the foundation for good governance and effective public administration. She defined civil servant as stewards, who are in the service of the citizens of Pakistan and are answerable to them. She also covered strategies for promoting ethics in public service and how to deliver professionally.

Ms. Arifa Saboohi also discussed in detail a short survey on ethical choices conducted among the participants of 39th SMC, she highlighted the answers they had given and their implications. She pointed out the way forward for promoting ethical practices and concluded by emphasizing the need for continuous efforts to strengthen ethical standards in Pakistan’s public sector.
