On 23^rd February, 2026, Mr. Shoaib Mir gave a thoroughly absorbing lecture to the participants of 39^th SMC on “Socio-Cultural Diversities within Sindh province and their Impact on Public Service Management”. Mr. Shoaib Mir is a former PAS officer and former member FPSC. He also served as Chief Secretary, Balochistan, Federal Secretary Education and Professional Training, Chairman, State Life Corporation and in many other important positions. He has a MBBS degree and diploma from Kennedy School of Government, Harvard university.

Mr. Shoaib Mir discussed the history of Sindh and the importance of the Indus Valley Civilization in shaping its present-day dynamics. He emphasized that ethnic fault lines existing in the province; and the ever increasing urban-rural divide affect service delivery. He discussed the role of provincial administrators and how they must work out strategies to work on issues related to service delivery on priority basis. He also clarified that even in difficult conditions and times of adversity, the people of Sindh are able to thrive due to their culture of philanthropy and resilience.

Mr. Shoaib Mir concluded the session by emphasizing that Sindh province has untapped potential to contribute more effectively to the economy and ecology of the country if only its people are allowed to contribute in ways that are in harmony with their culture.
