A two hours intensive, thought-provoking, and interactive workshop on Public-Private Partnership (PPP) was held on May 23, 2025, for participants of the 43^rd Mid-Career Management Course (MCMC). Conducted by Mr. Muhammad Usman, current CEO of the Punjab Public-Private Partnership Authority and a career civil servant of Pakistan Administrative Service from 32^nd CTP, the session offered participants a strategic overview of PPPs as a transformative mechanism for infrastructure development and service delivery.

The workshop provided the participants an opportunity to explore the various types, modalities, and lifecycle stages of PPPs, from conception to project closure. Key principles for successful partnerships – such as transparency, risk sharing, performance-based remuneration, and stakeholder alignment – were emphasized. The session also addressed Pakistan’s own experience, highlighting four successful PPPs in Punjab and the evolution of the institutional framework supporting such ventures.

Special attention was paid to the importance of fostering innovation while maintaining public benefit and fair competition. The workshop concluded with a group exercise on effectively designing a PPP project.
